The Needs of the Few

What is it called when the needs of the few or the one outweigh the needs of the many?

Some people think that the political system in the United States is controlled by just a few people. They believe that power is concentrated in and exercised by a select few. And yet the United States of America is a Republic and has a republican form of government. The republican government in the U.S.A. is a representative democracy.
When a small group of individuals wields a large portion of power and dictates the lives of the majority, it is called an oligarchy. An oligarchy is a political system governed by a few people, in other words a government in which power is in the hands of a few people.
Some folks think the government of the United States is an oligarchy.
